[bisq-network/bisq] Add SPV resync popup if 1st confirmation is not confirmed during a period. (#5334)

### Description

Frequency is much less, but deposit tx are still sometimes displayed as not confirmed althoug it's actually confirmed.
This issue wants to get implemented an UI alert while bug #4870 is completely fixed.

### Steps to reproduce

Sometimes when a trade begins, security deposit confirmation is not detected by Bisq. I don't know how to reproduce.

### Expected behaviour

If the bug probably happened, a warning should pop up alerting affected traders to start a SPV resync or reach support.
The conditions to show this warning would be that a certain amount of time (3 hours) since offer was taken and is not a failed trade.
The text of the popup could be something like this:

> "Security deposit transaction on trade XXX is not being confirmed. Check the deposit transaction at a blockchain explorer. If it has been confirmed but it's not being displayed at Bisq, make a data backup and a [SPV resync](https://bisq.wiki/Delete_and_resync_SPV_file).
Contact Bisq [support](https://keybase.io/team/bisq) if you have doubts or the issue persists."
