[bisq-network/proposals] Reduce maximum trade size for unsigned payment accounts (#322)

I see it a principle that changes should be made when a through following Bisq's [project management process](https://bisq.wiki/Project_management)

I think the hast to implement a fix has meant that the process has not been followed as it should have.

I think more discussion is needed regardless of outcome.
