[bisq-network/bisq] Can not accept o create new offers (#5345)

>From the log, I can see no clear explanation of the problem, only:

- There are lots of network connection errors reported.
- It looks like there may be a problem with your wallet state.  


My advice would be to 

- make a backup https://bisq.wiki/Backing_up_application_data
- transfer your funds to an external wallet.  (If you have BSQ, this may be a little difficult).
- restart with a new clean wallet in Bisq


Support agents on [Keybase](https://bisq.wiki/User_support#Via_Keybase_chat) may have better solutions, it might be worth talking to them.
