[bisq-network/proposals] Federated trade fee aggregators (#329)

When we think about the upcoming Schnorr Signatures and the research done over at
https://github.com/zkSNACKs/WabiSabi/
Wouldn't it make sense to aggegate both fees and value transferred to save on btc fees?
