[bisq-network/compensation] For cycle 24 (#841)

@paulmercier-bisq Thanks for joining the testing efforts although they were this time after the actual release (v1.6.3). It would be great if you could join the testing efforts for our upcoming v1.6.5 release upfront.

I had a look at the test scripts run (https://bisq.ontestpad.com/project/1/folder/f117/report/Q?auth=f53d492354f5c9640e9757abc5b153a9) and I think the amount asked is in proportion to other CRs.

As you helped with finding and solving the issue with the libpng12 on Linux and ran the tests above I approve as dev team lead this CR. Please submit your request to the DAO and post the transaction ID as a comment here. Please be aware that you have v1.6.4 installed, before submitting the compensation request.
