After reviewing this and considering the comments from @RefundAgent:

I think it is not appropriate to remove Signing Requirements for SEPA. 

SEPA chargebacks would still be an issue. SEPA payment scheme has provision for 'Request for Recall" for multiple reasons. More information can be found here:

The fact that a request for recall exists means that change backs are a risk and therefore all SEPA payment methods should keep there account signing requirements.
