[bisq-network/compensation] BSQ rate for Cycle 25 is 2.23 USD per 1 BSQ (#850)

The recommended rate to be used for compensation requests on cycle 25 is **2.23 USD/BSQ.**

30D volume weighted average has been used, as in proposal [#313](https://github.com/bisq-network/proposals/issues/313). 5% outlier removal has been used.
