[bisq-network/bisq] Add Account owner full name field to Uphold payment method (#5500)

Restored proto order and add backward compatibility, like done in https://github.com/bisq-network/bisq/pull/5117

Not sure if we should also update existing account at startup. What do you think @pazza83 and @ripcurlx?
