[bisq-network/proposals] Remove attachment feature from dispute chat (#336)

Sorry I have not though enough about it before publishing ;-).
I think the added security risks and complexity for the user to encrypt the screenshot and for the mediator to decrypt it is not worth it.
We should have separated the attachment from the message so we could treat those lower prio data differently. But for now I think its better to keep it as it is. Mediators and arbitrators should avoid to send attachements as its more likely that the user is offline than it is that those agents are offline, at least they should be online each day so the mailbox messages should get removed rather quickly as well.
