[bisq-network/proposals] Promote that Bisq contributors run Tor relay nodes (#326)

[unofficial bisq contributor]

Don't give up yet, more will follow soon.

Should use fingerprint, the IPv4 address could change.
In future no IPv4 will be required but IPv6 enough for relay flags valid running.
