[bisq-network/growth] Add Tikkie as a new payment method (popular in The Netherlands) (#247)

Strictly speaking, the text can be made to work (see below). But I'm not sure it is ideal for users, since this 1 small box covers 2 distinct bits of information (sending link + limits). Two boxes would be ideal. Given the extra complexity, maybe it can be considered if the payment method sees strong usage.

For 1 box:
