[bisq-network/bisq] Add "Buy BSQ" button next to trade fee selector (#5055)

I recommend adding more context to this area in addition to the "Learn more" link. Some people still perceive BSQ to be a shitcoin, so having something short like...

"BSQ is colored BTC that helps fund Bisq developers. <a href="#">Learn More</a>" 

...next to the `BUY BSQ` button could help a lot.
