[bisq-network/proposals] Allow custom fee for withdrawals (#343)

The default fee set by the application to send the trade deposit from within Bisq itself can be easily avoided by setting your own fee from an external wallet, although the withdrawal can only be done from within Bisq, and the fee cannot be set to 1sat/vB, instead being forced to be at least 2sats/vB.
It is a very small amount but it does add up in the end, it should be very simple and extremely fast to implement a 1sat/vB min value, and during this extremely low fees period it seems pretty wasteful to pay double than needed.
