[bisq-network/bisq] MempoolFeeRateProvider should use onion for api query (#5749)

That code is the PriceNode.  PriceNode connects to 4 mempool.space providers, via clearnet, intentionally.  
I don't see any benefit for the PriceNode to obtain its fee information using the Tor network.
It also obtains its market price information over clearnet.


However,

- The Bisq client obtains fee information from a PriceNode via Tor.
- The Bisq client obtains price information from a PriceNode via Tor.
