[bisq-network/proposals] BSQ trading fee update for Cycle 29 (Issue #345)

_This proposal keeps a record of the [process](https://bisq.wiki/Updating_BSQ_trading_fees) to keep the BSQ trading fee at 50% discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again._

* USD/BTC price: 66.200
* USD/BSQ price: 1.62
* Current BSQ discount: 68%

It's necessary to **update BSQ trading fee on Cycle 28**.


### New BSQ trading fees
A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: `15.14`
New BSQ taker fee: `105.97`

The 15% cap to increase BSQ trading fees has been used.
