[bisq-network/bisq] BSQ Missing Fund Warning (Issue #5776)

### Description

When trying to create a new offer paying with BSQ early after the startup of Bisq then a misleading warning may be displayed saying there is not enough BSQ funds available:

In fact however there are enough funds available but the blockchain is still being scanned for BSQ transaction in the background and the current balance is not yet fully calculated:

v1.7.4

### Expected behaviour

Warning saying that you have to wait for the blockchain to be fully verified. 

### Workaround

Wait for the blocks to be fully verified.
