[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

Thank you for the detailed reply, I am on point for each bullet of that last list :)
To let me get this straight: letting users go down to 1sat/vB fee when withdrawing funds from Bisq wallet to private wallet could be a problem because, if they then go and spend those unconfirmed UTXO's to start a new trade, it might mean a big headache if mempool fills up suddenly.
And this won't happen by paying 2sat/vByte instead?

All the while, the miner fee is usually hefty on trade opens, so the effective fee rate ends up being higher than what you originally set anyway.
