[bisq-network/bisq-website] Add semi-automated dashboard (PR #449)

Just added some minor tweaks to get rid of Codacy flags.

The [general concept](https://github.com/bisq-network/growth/issues/245) has been open for feedback for months, and most content has already been live in the form of blog posts. This code's main contribution is to create a new automated workflow to create cycle reports, which it does well, so it kind of passes its own test.
