[bisq-network/support] Refund agent reimbursement Cycle 28 (#1004)

I missed last cycle proposal phase. On [cycle 27](https://github.com/bisq-network/support/issues/988) I paid 0.328BTC, and on [Cycle 28](https://github.com/bisq-network/roles/issues/93#issuecomment-922345543), 0.8484 BTC.
In total, I paid out **1.7644 BTC** to traders. 30D BSQ/BTC rate is 0.00003263

I ask DAO to reimburse me **36054.07 BSQ**.
