[bisq-network/roles] Arbitrator (formerly known as Refund Agent) (#93)

> * 5 cases out of 24 has been handled out of Bisq, through Keybase. Dealing with this cases have a high risk for the RA and the DAO (it's easier to pay for the same case twice, some peers might claim not noticing that the normal payout failed...) and take much longer to be solved, involving the mediator, RA and the traders. A protocol to deal with them in a faster and safer way has been developed but this amount of cases should be reduced.

With 1.7.4 introducing [Allow user to initiate arbitration once locktime has expired](https://github.com/bisq-network/bisq/pull/5681 will help with reducing cases outside of Bisq.) hopefully this will help reduce the instance of some cases having to be handled outside of Bisq.
