[bisq-network/bisq] Add Tether (ERC20) (#5735)

Altcoin Tether (ERC20) added using code originally submitted in #4457 and #4434

As requested here https://github.com/bisq-network/proposals/issues/170#issuecomment-927207827
and here https://github.com/bisq-network/projects/issues/60#issuecomment-929522731


As discussed on the dev call with @leo816, Tether will have no price feed (same as other stablecoins on Bisq).  Makers will need to enter the fixed offer price.
