[bisq-network/bisq] No seed nodes at the beginning. (Issue #6144)

bisq.properties file was missing, I created a new file under roaming and it connected to tor.

Note:
One other thing I noticed, _Appdata\Roaming\Bisq\mainnet_ folder is created as _Appdata\Roaming\Bisq\maınnet_  
It uses Turkish lower 'ı' instead of "i" in folder name.
