[bisq-network/bisq] Open offer with reserved amount spent (Issue #5952)

One possible way to spend reserved funds is:
- create offer
- go to funds -> transactions 
- click [ctrl + R](https://github.com/bisq-network/bisq/blob/044bc2d33b19849be3af2c0431d235f2f6087d9b/desktop/src/main/java/bisq/desktop/main/funds/transactions/TransactionsView.java#L221)
- find maker fee tx and click [revert](https://github.com/bisq-network/bisq/blob/044bc2d33b19849be3af2c0431d235f2f6087d9b/desktop/src/main/java/bisq/desktop/main/funds/transactions/TransactionsView.java#L648-L661)
- go to funds -> send funds and spend reserved amount
