[bisq-network/bisq] Add support/help links on the UI (PR #5985)

Primary aims of my suggested changes:
- Re-order link to docs, suggestion to try trader chat, and link to Matrix
- Replace links to docs to link to wiki
- Link to trade rules and dispute resolution instead of instructions on how to make a payment
