[bisq-network/bisq] Clarify the need to manually restart Bisq after closing to resync (Discussion #6034)

Example: a user I was assisting, having to initiate a SPV resync, after a while asked me "hey is Bisq working in background now or something? because it disappeared and I don't see it anymore"
Turns out Bisq closed and it wasn't clear to them they had to actually re-launch the app; this made me think "then I'm not the only one..." only I thought better and still re-launched manually the first time it happened to me.

Maybe a clarification in the pre-close dialogue could be useful to this purpose.
