[bisq-network/proposals] BSQ trading fee update for Cycle 32 (Issue #357)

BSQ trading fees are calculated using the new values proposed at #365.
BTC trading fees are increased to 1% (0.12% maker, 0.88% taker). 
Discount target is 60% and should be adjusted back to exactly 60% every cycle if it's not within the 55-65% range.

* USD/BTC price: 38.600
* USD/BSQ price: 1,18
* Current BSQ discount: 57%

In this cycle there is **no need to update** the BSQ trading fees.
