This would cause funds to build up for the following reasons:

- @refund-agent2 charges arbitration fee
- Some users might not contact you for a refund.

I think funds in the donation address should be used to buy BSQ at or below 30 day average BSQ/BTC price. This would likely cause funds to still be kept back for when offers to sell BSQ are competitive enough, but at least BSQ sellers would know what price their BSQ could expect to be purchased for should they wish to sell.

Yes agreed, and also at what price. Maybe within 1 cycle following reimbursement at requested BSQ/BTC price and then after that at current 30 day average BSQ/BTC price.
