[bisq-network/bisq] Open offer with reserved amount spent (Issue #5952)

An offer contains reference to a UTXO, the reserved amount for the trade.  If for some reason that UTXO is spent, then takers of the offer will end up with a [failed trade](https://github.com/bisq-network/support/issues/1049).  Bisq should check the spend status of the reserved amount, deactivating any open offer that has been spent.  It could be part of the maker fee validation.
