[bisq-network/bisq] heightoflastblock must match chain height (Issue #5970)

The issue is being looked into.  The workaround fix is:

Close Bisq, delete `DaoStateStore` and `BsqBlocks` from the [data directory](https://bisq.wiki/Data_directory), and then restart Bisq.
