[bisq-network/proposals] BSQ trading fee update for Cycle 32 (Issue #357)

I was just reviewing this proposal, and was confused for a moment on how the fees could be so large, i.e. 89 BSQ for a taker fee. I realized a few minutes later that this is the fee **per 1 BTC**. The only place that's mentioned (so far as I can see is the wiki). It might be worth being more explicit about that in these proposals in the future, so that the uninitiated (or the forgetful, like me) don't get confused about it so easily.

For example, instead of writing:

>  New BSQ taker fee: `89.44`

just qualify it as

>  New BSQ taker fee: `89.44` per 1 BTC
