[bisq-network/proposals] Have a clearly defined process for how Burning man trades BTC from donation and trade fee addresses for BSQ (Issue #367)

Given that BM inventory grows at a quite steady pace 1 - 2 BTC each month, if BM only buys "cheap" / below average prices:
- It can lead to a market stalemate, with BM accumulating a large inventory of BTC waiting for people willing to sell "low".
- Market participants can see the BM inventory growing and refuse to sell "low".
- BM's inventory grows, huge risk to the DAO.

The other proposal of "_buy BSQ/BTC at price less than or equal to **a given percentage over** the 30 day weighted average_".  This seems like a good idea to avoid a huge spike in price when BM liquidates their inventory.

BM making several offers in addition to the Sunday buy event seems like a good idea to improve market liquidity.
