[bisq-network/bisq] Filter trade offer notifications by amount (Discussion #6090)

Current trade offer notifications can already be filtered by payment method, direction (buy or sell offer), currency, percentage distance from market price, and price thresholds (above or below).

I propose another filter: amount of BTC sold or bought. It could use the exact same mechanics and interface as the price thresholds, with a min amount and max amount.
