[bisq-network/proposals] "One Cancels Other (OCO)" option to reduce reserved BTC requirements (Issue #370)

OCO offers should be implemented sooner or later on Bisq 2 protocols with security deposits. I wonder if API is already contemplating this scenario.
Another thing that should be implemented is to reduce min security deposits for pegcoins like USDT or L-BTC.
