[bisq-network/proposals] "One Cancels Other (OCO)" option to reduce reserved BTC requirements (Issue #370)

@Conza88 I appreciate the vote of support. Though we need someone qualified to commit to doing the work, as well as some buy-in from the community that if the work was done it would be merged.

Because I believe in this proposal and it's potential, I am willing to offer up 1m sats (0.01 btc) bounty to motivate this work to be completed. Some qualifiers:
- 6 month deadline (2022-09-15)
- For iteration with custom grouping
- Merged and running in latest version

Obviously this bounty should not exclude anyone from also seeking compensation from Bisq for doing the work.
