Thanks @apemithrandir for the interesting proposal.
I think an easier model would be to allow multiple payment methods to one offer. But also that would come with quite some dev effort. 
Your suggestion would come with considerable dev effort IMO. As we have very limited dev resources I suggest to invest it better in Bisq 2 where many things get improved by default:
- Multiple payment methods
- The Bisq Multisig based protocol will likely get implemented as a 1 tx protocol and the requirement for up-front fee payment will be probably dropped as well. 
- There will be multiple protocols with no security deposit requirement.
