[bisq-network/compensation] For Cycle 33 (Issue #1021)

When a compensation request is not submitted a new issue has to be opened for the next cycle (in this case, _For Cycle 34_), and it needs to use the rate for that current cycle.

You already have submitted the proposal txid with a rate of 1.25 instead of [1.23](https://github.com/bisq-network/compensation/issues/1022). The difference is against you, but it's small. I recommend you to simply use this TXID at a new _For Cycle 34 issue_ as removing a compensation proposal has costs and might not work. 
If you want to retrieve the difference, you could ask for 1016USD for the tasks performed during Cycle 34.
