[bisq-network/forum] Mailjet's hourly rate limit (#5)

There is a limit of sending 10 emails per hour from the forum.
This causes issues with user registration due to confirmation emails and email notifications on our forum.

I am currently resolving this issue with Mailjet's support. They have been helpful so far.
In order to comply with their's sending policy, user preferences for email notification should all be disabled by default.

I have changed the appropriate settings and notified their support. We will have to wait for their response, but they have been very helpful so far.

Hopefully we will resolve this soon :)
