[bisq-network/proposals] Certification for ownership of a bank account (#23)

Wouldn't X number of successful trades (Buy/Sell) over a span of time by a trader be a self-certifying way to indicate that person is of good character?  I would be willingly to limit all of my trades to only people of good character.  Seems we should rate the person and not the person's ownership of a bank account.

You all know the profile of the scams better than I and I trust your methods of trying to deal with it.  My bank accounts receipts do not contain the full account data, so not sure how the verification process would work.  I would assume any scammer who has comprised a bank account would be in possession of the all the needed account details including online access to the account.
