[bisq-network/proposals] Certification for ownership of a bank account (#23)

If the peer is doing the verification we would need to repeat that at each trade, which is cumbersome. Otherwise it would be easy for a scammer to make a self-trade and certificate himself.
Also the verification need to meet some quality standards which are not guaranteed if any user could do that.
