@chris-belcher The assumption is that those reimbursements are very rare. This assumption is based on experience with current arbitration system -> 99% of the cases could be solved by either the peers themself or with a mediator helping. Nr. of real disputes was zero. There are also quite high costs for Bisq for operating the arbitration system, so even if we have a few cases per months it will be still much cheaper.

The stakeholders don't need to agree to the reimbursement, if there are too may cases we need to fix the reason for that.

The donation could go to the Bisq BTC donation address, but that comes with centralization issues. You cannot distribute the BTC in the same decentralized way as BSQ. Burning the BTC might be another option. The receiver address can be cahnge by voting so the Tor example is just one possible option.
The Bisq donation address will be likely the default address we start with.
