[bisq-network/proposals] Delay payout for Fiat trades if buyers account is fresh (#77)

I like that existing users will have a higher protection against scammers, but on the other hand this measure further raises the barrier for all new Bisq users. Not only they need to have bitcoin in order to start using Bisq, they would also need to wait a month before their first trade materializes. In my opinion this hinders wider adoption.

Instead of delaying finalization of the transaction, the transaction can go as normal, but there can be additional (higher) security deposit for new users that is held for 31 days and only released if no issue arises.
