Agree with @mpolavieja that time is the biggest factor. Scammers work under time pressure.

The biggest drawback is that delays also impact all honest users. Considering that fraudsters represent a tiny % of trades and users... it is sad when ux is made worse for everyone to deter the 0.1%.
