### Description

<!-- brief description of the bug -->

#### Version

5880ad99c

### Steps to reproduce

1. Start localnet cluster
2. Run `Mediation/Support Process 0018`
3. Decline request from Bob
4. Receiver error that Bob needs to wait for X blocks before opening an arbitration dispute
5. Close popup
6. Click Funds, then back to Portfolio
7. Asked to accept/reject the mediators suggestion
8. Click reject
9. Receive error about needing to wait X blocks
10. Loop...

<!--if you can reliably reproduce the bug, list the steps here -->

### Expected behaviour

If I didn't try to request arbitration again, a popup shouldn't be displayed

### Actual behaviour

<!-- explain what happened instead of the expected behaviour -->
When going back to 'Funds' to look at another trade, I am met with a popup about an action I didn't take (because I am waiting for X blocks).
