[bisq-network/proposals] Removal of money orders (#75)

How widespread of an issue is this? Have arbitrators faced these issues frequently enough for it to be a problem? Are we talking just about US Postal Money Orders, or other money orders too?

I'm fine with considering this proposal positively if there is enough of a reason, but workable fiat payment methods are hard to find so we should be make sure the reasons for removing one are solid.
