[bisq-network/compensation] For Cycle 12 (#528)

Note that per the newly-proposed support budget at https://github.com/bisq-network/proposals/issues/200, the budget for the Refund Agent is 1000 USD per cycle. You've requested 1000 BSQ here, which is fine, but I want to make sure there isn't a misunderstanding / oversight going on.

Also, please confirm exactly when you are planning to revoke your status as Refund Agent within the application. @wiz and I are tasked with filling your replacement for this role and we need to know what the hard deadline is.
