[bisq-network/bisq] Add local Bitcoin node configuration detection (#3982)

@dmos62, I've just submitted dmos62/bisq#1 with my changes, including the first polishing commit I mentioned above. Please merge and push that and the changes will show up here in this PR.

Note that I have NOT actually tested the functionality of this larger PR on my local machine, so I'm deferring to @ripcurlx's outstanding review comment regarding his current inability to get the behavior to work as expected.
