[bisq-network/proposals] Adjust BSQ trading fees each cycle to be 60% of BTC trading fees using 30 day average (#173)

Agree with @sqrrm to keep BSQ fees at **50%** compared to BTC. It keeps the discount simple, easy to understand. 

I'm OK with monthly adjustments.
