[bisq-network/bisq] Show progress during mediation request (#4095)

### Description

When clicking on `GET SUPPORT` during a trade, after clicking on `OPEN SUPPORT TICKET` it can take a while until the dispute is successfully created and the client automatically navigates to the support view. During that time the TradeStepInfo is not updated as there is no own dispute available.
We should display a progress state that the dispute is opened to prevent any confusion if the dispute was opened correctly.  I haven't recognized this so far as on Regtest without Tor messages are sent so fast, no delays can be seen

### Steps to reproduce

- Take an offer
- Click on `GET SUPPORT`
- Click on `OPEN SUPPORT TICKET` in popup

### Expected behaviour

User is shown an in-progress state until the dispute is created and the client navigated to the dispute created.

### Actual behaviour

The no dispute state is shown and only after the dispute is created the client is navigated to the dispute created.
