[bisq-network/proposals] Establish new Mempool API Operator role (#219)

To be clear, this hasn't happened yet. Thus far we've only switched over to a single backend as per https://github.com/bisq-network/bisq/pull/4235.

I doubt this role should exist separate from the existing pricenode operator role at bisq-network/roles#14. Please see my feedback at https://github.com/bisq-network/projects/issues/27#issuecomment-624472907.
