[bisq-network/compensation] For Cycle 13 (#555)

I don't think we have a precedent for secondary @bisq-network/pricenode-operators, and in general, secondary role holders don't request compensation unless they actually did something, i.e. needed to take over for the primary in some capacity. I see that @alexej996 gave this a 👍, perhaps one or both of you could explain more about this arrangement and why you believe it merits compensation? Without something more, I would downvote this compensation request.
